What it does
"Bio-Plasmic Scream" isn't a keyword or standard ability—it's the name of a specific card from the Warhammer 40,000 Commander decks. It's an instant that deals X damage divided as you choose among any number of targets, then makes you discard X cards. Essentially, you pay life and cards to flexibly distribute a burst of damage across creatures, planeswalkers, and players.
The nuance people miss: you choose targets and damage division when you cast it, so you must have valid targets for the full division upfront. The discard is a cost paid on resolution—if you can't discard X cards, you discard as many as you can. Also, X damage is split, not dealt in full to each target.
In Commander, it shines in spellslinger or "no maximum hand size" decks (like Tyranids) where you can dump a huge hand to wipe boards or close out multiple opponents at once.
