What it does
Confounding Clouds isn't a standard keyword—it's a specific card (an Adventure instant from The Lost Caverns of Ixalan, on the creature Spelunking... actually it's attached to a flyer). The instant side gives target creature flying until end of turn and draws you a card, while the creature half can be cast later from exile. In plain English: a cantripping combat trick that grants evasion.
The nuance people miss is the Adventure mechanic itself: casting the instant side exiles the card afterward, letting you cast the creature later—but you don't have to, and the card stays in exile until you do. It's one card, two uses across time, not simultaneously.
In Commander, granting flying matters for pushing damage past ground blockers or enabling a flying-matters payoff, and the card draw keeps you from losing tempo while you set up the creature for later.
