What it does
"GOOOOAAAALLL!" is a joke ability word from the Un-set card Kobold Drill Sergeant... actually, it appears on Goblin Soccer Mom — no. The genuine source is the silver-bordered/joke card "GOOOOAAAALLL!" from Unhinged, an actual named card that's a sorcery dealing damage based on rolling a die "kicking" a goblin. In practice it's an Un-card gag: you literally shout the word and resolve a wacky dice/coin effect tied to scoring a goal.
The nuance people get wrong is treating it as a real keyword—it isn't. It's flavor/joke text legal only in unsanctioned, silver-bordered play, not standard Commander.
In Commander it only matters at a "anything goes" table that has agreed to allow Un-cards. Otherwise it's banned-by-default since silver-bordered cards aren't legal in normal EDH games.
