What it does
Master Tactician means that when this creature attacks, you (the attacking player) choose up to three creatures that won't be blocked by them—those defenders simply can't be assigned as blockers this combat. It only works on combats where this creature actually attacks, and it triggers as a declared attacker ability.
The common confusion: it doesn't make your attacker unblockable, and it doesn't stop just any blockers—it lets you pick up to three of the defending player's blockers to remove from the blocking pool entirely. Those three creatures can't block anything that combat, not just this creature. Also, you choose them as part of declaring attackers, before blocks happen.
In Commander, it's niche since you usually face multiple opponents—removing three potential blockers from one defender can punch a big attacker through, but it only affects the player being attacked, so it's most useful in focused, one-on-one swings.
