What it does
Ripple is a triggered ability that fires when you cast a spell with Ripple (written "Ripple N"). You reveal the top N cards of your library, and you may cast any revealed cards that share a name with the spell you cast—without paying their mana costs. The rest go to the bottom of your library in any order. Each free spell you cast can chain its own Ripple, potentially cascading through copies.
The common misunderstanding: Ripple only lets you cast cards with the same name, not just the same converted mana cost (unlike Cascade). So it rewards heavy redundancy of one card—exactly why it appears on commons like Thrumming Stone's payoff cards. Speaking of which, Thrumming Stone grants Ripple 4 to every spell you cast.
In Commander, Ripple is mostly a Thrumming Stone combo enabler—load a deck with many copies of one cheap spell (e.g., Relentless Rats or a burn spell) and chain a devastating cascade off a single cast.
