Why is this card good?

The most efficient repeatable card advantage engine in blue. In a four-player game, opponents cast dozens of spells per turn cycle, and the {1} "tax" is a brutal Catch-22: either they fund your hand or they pay a tax that compounds across the game. You routinely draw 5-15+ cards off a single {2}{U} investment, which is absurd value no other card matches at the cost. Who wants it: basically any deck with blue. It's premium in control, spellslinger, and any midrange-to-grindy strategy that wants to bury the table in resources. Combo decks love it as a cheap engine that snowballs into a payoff. Caveats: it's a "Game Changer," so it pushes your deck toward higher brackets — don't slot it into a casual bracket-2 build. It also paints a target on you and demands you actually use the cards you draw. At well-funded tables, opponents simply pay the {1}, blunting it. Still, at #41 on EDHREC for good reason — near-auto-include in serious blue decks.

    Rhystic Study's triggered ability resolves before the spell that caused it to trigger. It resolves even if that spell is countered. The player gets the option to pay when this triggered ability resolves.
