Why is this card good?
Vampiric Tutor is one of the best tutors in the format, and a near-auto-include in any black deck willing to run it.
The reasons are simple: it costs one mana, it's an instant, and it finds anything. At end of opponent's turn you grab your best answer or combo piece for the cost of two life — trivial in a 40-life format. The instant speed is huge: you can hold it up reactively, fetch a board wipe, removal, or a counterspell-adjacent answer based on what the table does.
It's strongest in combo decks (find the missing piece), stax/control (grab the right answer), and competitive lists generally. The downside is real card disadvantage — you trade a card and tempo to put something on top, so you draw it next turn.
Don't run it in casual/low-power pods where it just makes your games feel solitaire-y, or in fair, go-wide goodstuff decks that don't have a high-value target worth tutoring for. It's a "Game Changer" for a reason — match it to the table.

The "shuffle and put the card on top" is a single action. If an effect causes the top card of the library to be face up, the second card down is not revealed.
