Oji is a UW value/blink commander that rewards casting a second spell each turn by flickering one of your creatures, retriggering its enter-the-battlefield ability. You curve out cheap value creatures and instants, then chain two spells per turn to generate snowballing card advantage, board control, and life while grinding opponents out.

Lean into a tight blink package with high-impact ETB creatures (Mulldrifter, Solitude, Agent of Treachery) and cheap repeatable flicker spells to consistently fire Oji. Add an infinite-blink line such as Felidar Guardian plus a flicker-cost reducer or Conjurer's Closet for inevitability. Improve mana and card flow with Smothering Tithe, Esper Sentinel, and strong UW lands to make casting two spells per turn trivial.
