What it does
Islandcycling is a variant of cycling: pay the listed cost and discard the card from your hand to search your library for an Island card, reveal it, put it into your hand, then shuffle. It's essentially a targeted land-fetch built into a spell you'd otherwise not want, smoothing your mana while thinning excess cards. Note that "Island" here means a card with the Island land type, so it grabs dual lands like Tundra or shocklands such as Hallowed Fountain—not just basics.
The most common mistake: people think it puts the land onto the battlefield. It only goes to your hand, so you still need a land drop to play it. Also, like all cycling, it can be responded to, and activating it triggers any "when you cycle" abilities.
In Commander, it's mostly a consistency tool—turning a flooded or situational card into the dual land you need, especially in color-fixing-hungry multicolor decks.
