What it does
Scry lets you look at the top card (or cards) of your library and decide, for each one, whether to keep it on top or put it on the bottom. You then draw or proceed normally. Scry 2 means you look at the top two cards and can arrange them in any order on top, bottom, or split between the two—you're not forced to move both.
The most common misunderstanding: scry happens before you draw, so the card you smooth into place is the one you'll draw next (if your draw immediately follows). Also, you can put cards on the bottom but you can never reorder cards you keep on top relative to library cards below them—only the scryed cards are arranged.
In Commander, scry provides consistent card selection and filtering. It helps dodge dead draws, sets up topdeck synergies, and stacks well with effects that care about the top card or fetch from the top.
