Why is this card good?
Dimir Signet is a Commander staple for good reason: it's one of the best two-mana rocks in any UB deck. The signet cycle is beloved because it doesn't just ramp — it fixes your colors. Tapping it filters one generic mana into 
, smoothing out your curve and guaranteeing you hit double-pipped spells on time.
Who wants it: Essentially every Dimir or Dimir-containing deck (Grixis, Esper, Sultai, etc.) that runs more than two colors and cares about consistency. Control, reanimator, and combo decks especially love the early acceleration and fixing. It also ramps to four mana on turn three off a turn-two play.
When to skip it: Mono-color decks (the fixing is wasted), and ultra-budget or hyper-aggressive decks where you'd rather run a faster mana rock or just lands. In dedicated artifact-hate metas it's a liability, but that's rare.
Bottom line: nearly an auto-include for color-fixing and ramp in any deck with these two colors.
