What it does
Surveil N lets you look at the top N cards of your library, then put any number of them into your graveyard and the rest back on top in any order you choose. It's pure card selection: you don't draw, you just smooth your draws and stock your graveyard.
The most common mistake is confusing it with Scry. With Scry, cards you don't keep on top go to the bottom of your library. With Surveil, the cards you don't keep go to your graveyard, not the bottom—and you can keep all of them on top if you prefer. You also fully control the order of the cards you leave on top.
In Commander, Surveil shines in graveyard-centric decks—reanimator, delirium, or "cards in graveyard matters" strategies—since it fuels your bin while filtering your draws.
