Why is this card good?
An Offer You Can't Refuse is one of the best counterspells in Commander precisely because it's cheap and unconditional against the spells that matter most.
For one blue mana, you stop a noncreature spell — game-ending combo pieces, board wipes, ramp, planeswalkers, extra-turn spells, or another player's tutor. The downside (two Treasures) is real but situational: in a fast game, tempo and information matter far more than handing someone two mana later. You're trading a small future cost for stopping a present catastrophe.
It shines in interaction-heavy, cEDH, and tempo/control decks where holding up one mana to protect your combo or disrupt theirs is huge. Spellslinger and "answers" builds love the efficiency.
When NOT to play it: the Treasures can actively accelerate a ramp-hungry opponent or fuel a combo turn, so be cautious giving mana to the wrong player. In slow, grindy, durdly metas where opponents want mana, a clean counter like Negate is often safer. But at the speed most tables play, the upside is worth it.
