Why is this card good?
Counterspell is the gold standard of hard counters and a staple in basically every blue deck. Two mana to stop anything — a commander, a board wipe, a combo piece, a game-winning spell — is incredible efficiency, and the 
cost is trivial in mono-blue or two-color blue decks.
The card shines in interactive, control-leaning builds and any deck that wants to protect its own combo or stax pieces. It's flexible: hold it to answer the biggest threat, or proactively shut down a rival's plan. In cEDH it's a premium piece of free-ish interaction relative to its impact.
When NOT to play it: heavily off-color splashes where 
is hard to cast on turn two, or casual pods where countering everyone's fun feeds resentment — and politically, holding up counters paints a target on you. Also, if your deck is pure ramp/goodstuff with no need to interact, you may prefer card draw or ramp instead. But for most blue decks, it's an auto-include.
