Why is this card good?
Negate is one of the cleanest cheap interaction pieces in blue, and that's exactly why it's so ubiquitous. For two mana you answer the spells that actually win games in Commander: board wipes, combo pieces, big planeswalkers, extra-turn spells, ramp rocks, and game-ending enchantments/artifacts. Creatures rarely beat you outright; the scary stuff is almost always noncreature.
It shines in any blue deck, but it's especially valuable in control, spellslinger, and combo shells where you need to protect your own combo or stop an opponent's. Holding up two mana to say "no" is one of the most efficient lines in the format.
The obvious weakness: it does nothing against creature-heavy aggro or creature combos (think Kiki-Jiki or Thassa's Oracle stays safe). In those metas, Swan Song, Dovin's Veto, or An Offer You Can't Refuse often outperform it.
Cut it when your deck wants proactive answers or you can't reliably leave mana up. Otherwise, it's a near-default include.
