What it does
Whenever you cast a noncreature spell, each creature you control with prowess gets +1/+1 until end of turn. That means instants, sorceries, artifacts, enchantments, and planeswalkers all trigger it—not just the "burn spells" people associate with it. Casting two noncreature spells gives +2/+2, and each prowess creature triggers independently.
The most common mistake: prowess triggers on cast, not on resolution, so it pumps even if the spell is countered or fizzles. Also, creature spells never trigger it, and abilities (activated or triggered) aren't spells, so they don't count either. The bonus stacks and lasts only until end of turn.
In Commander, prowess shines in spellslinger decks running lots of cheap cantrips and removal. A single creature can become a surprise lethal threat after a couple of cantrips, making it great for sneaking in commander damage or pushing through blockers.
