Why is this card good?
Elvish Mystic is one of the best one-drops in green. Turn-one mana dorks accelerate you into your three-drop on turn two, and that tempo swing compounds across a 40-life, big-spell format. Ramping ahead of the table is how green keeps pace with blue card advantage and black tutors.
Who wants it: Basically every green deck that isn't trying to stay lean on creatures. It's a staple in Elfball/Elf tribal (where it also feeds Priest of Titania, Elvish Archdruid, and overrun effects), big-mana ramp decks, and any commander that wants to deploy a turn early — Omnath, Azusa, ramp-focused Simic/Gruul builds, etc.
When to skip it: It's fragile — board wipes and even spot removal trade up against your turn-three plan, and a single dork matters less in the late game. Cut it from creature-light spellslinger or control shells where you'd rather run rocks/lands that survive wraths, and in decks that don't need to rush a curve.
