Gameplan
Toby is a mono-white go-wide token commander: flood the board with creature tokens, hit four or more, and turn your whole army into evasive flyers that swing for the win. Early turns build mana and token generators, mid-game you saturate the board, then anthems and the built-in flying ability close it out over the top.
Strengths
