Why is this card good?
Night's Whisper is one of the best two-mana draw spells in the format — two cards for two mana with a trivial cost. In Commander, where 40 life is plenty and you're constantly trading resources, paying 2 life to refill your hand is barely a downside. Card advantage wins games, and this is among the most efficient ways black gets it.
It belongs in essentially any black deck that isn't hyper-focused on aristocrats lifegain-as-payoff. Combo decks love it as a cheap dig toward pieces; midrange and control decks use it to keep parity. Commanders that lean on a low curve and want consistency — think cEDH black shells, Yawgmoth, K'rrik, or any reanimator deck — all want it.
Skip it only in decks where life is a genuine resource you can't spare cheaply — heavy aggressive/sacrifice-your-own-life builds, or extremely high-curve decks that prefer Phyrexian Arena-style recurring draw over a one-shot burst. Otherwise, near-auto-include.
