Whenever Phelia attacks, exile up to one other target nonland permanent. At the beginning of the next end step, return that card to the battlefield under its owner's control. If it entered under your control, put a +1/+1 counter on Phelia.

Gameplan
Phelia is a cheap, evasive value engine that grows herself by blinking your own permanents on combat. Attack each turn to flicker an ETB creature for repeatable value, untap a tapped utility creature, reset a planeswalker, or temporarily exile an opponent's blocker/problem permanent. She snowballs into a real beater while the deck out-values the table with blink synergies, and can flash in to ambush or protect at instant speed.
Strengths
- Two-mana commander with flash and built-in evasion-enabling growth, making her cheap to recast and hard to fully answer
- Repeatable blink turns every ETB creature into a recurring engine while also resetting your own planeswalkers and tapped permanents
- Can temporarily exile an opponent's attacker, blocker, or troublesome permanent for tempo
- Flash lets her ambush attackers, dodge sorcery-speed removal, or be deployed end-of-turn
Weaknesses
- Mono-white means limited card draw and ramp compared to other colors
- Blink trigger requires attacking, so she's vulnerable to removal and must connect to generate value
- The exile is temporary and returns the same turn, so it can't permanently deal with threats
- Without ETB payloads in play she's just a small grower with no immediate impact
- Relies on connecting in combat, weak into heavy go-wide or flying defenders

For higher power, lean into a blink combo finish or a Cathars' Crusade token engine and add efficient protection like Swords to Plowshares and Flawless Maneuver.
