Padeem, Consul of Innovation
The Commander
Artifacts you control have hexproof. (They can't be the targets of spells or abilities your opponents control.)
At the beginning of your upkeep, if you control the artifact with the greatest mana value or tied for the greatest mana value, draw a card.
Guide
Gameplan
Padeem leads a mono-blue artifact deck that ramps into expensive, powerful artifacts while protecting your board with hexproof. You build a value engine that draws an extra card each upkeep for controlling the biggest artifact, then close games with overwhelming artifact synergies or a few key combos.
Strengths
- Hexproof for all artifacts shuts down targeted removal, protecting mana rocks, equipment, and combo pieces
- Reliable card advantage every upkeep keeps your hand full in a grindy format
- Mono-blue gives access to the best counterspells, tutors, and interaction
- Naturally incentivizes big-mana artifacts that win games on their own
Weaknesses
- Hexproof does nothing against board wipes or edict/sacrifice effects
- Only one color limits removal diversity and ramp outside of artifacts
- Card draw trigger requires you to actually hold the top mana-value artifact, which opponents can contest
- Padeem himself is a 1/4 with no evasion, so the deck can stall without a real win condition
Key Cards
- Mystic Forge — Lets you cast artifacts and colorless spells off the top, turning Padeem's card flow into explosive advantage.
- Sai, Master Thopterist — Generates Thopter tokens and card draw, doubling down on the artifact-matters plan.
- Darksteel Forge — A high-mana-value artifact that triggers Padeem's draw while making your whole board indestructible.
- Thopter Assembly — Cheap to recur and a great Padeem-protected token engine for both blocking and aggression.
- Karn, Silver Golem — Animates your artifacts into attackers and provides a powerful win-condition angle.
Upgrade Path
Add fast mana and artifact ramp like Mana Crypt, Mana Vault, and Mishra's Bauble to deploy your bombs ahead of curve, plus tutors like Whir of Invention and Tezzeret the Seeker to find combo pieces. Tighten the wincon package with a compact combo such as Isochron Scepter + Dramatic Reversal or Karn + Liquimetal Coating, and lean on counterspells and stax pieces like Cursed Totem to defend it. Trim clunky high-cost artifacts that don't advance the plan in favor of efficient interaction.

Win Conditions
- ▸Animated artifacts (Karn, Silver Golem / Mishra's Self-Replicator) swinging for lethal
- ▸Going wide with hexproof Thopter tokens and an anthem effect
- ▸Artifact-based infinite combos protected by Padeem's hexproof
- ▸Big-mana payoffs like Blightsteel Colossus or Mystic Forge engines overwhelming the table
Archetypes
- Artifacts (Big Mana) — Padeem rewards controlling expensive artifacts and protects them, encouraging a top-heavy artifact ramp shell.
- Control — Mono-blue counters and card draw let you durdle behind a protected board until you assemble a finisher.
- Combo — Hexproof shields fragile artifact combo pieces like Isochron Scepter or infinite-mana rocks from disruption.
- Thopters/Tokens — Artifact token makers like Sai and Thopter Assembly turn Padeem into a go-wide engine.
